I’d expect some of the churches to be discussing that, today. My bet’s on the guy who started all this “evil” business to begin with … our own christocratic George ‘Dubby’ Bush. If it comes home to bite him now … well, it IS the time of glimpsing ourselves in the mirror, isn’t it.

The Pub’s are aghast that Hugo had the audacity to call the Dubster ‘El Diablo’ in his UN speech… they howled at his lampoon, demonized him [further, he’s a polarizing figure in the best of times] and called his remarks a sick joke; I’d say the joke’s on them … more than half the population of this nation doesn’t appear to be shocked … and they’re not laughing, either. They’re nodding their head in agreement. It’s not all that difficult to think of George as a “Dark Overlord,” is it? Crosses my mind most every day.

Hugo’s performance was theatre — plain a simple; it was effective — you betcha; it gave America pause to consider so many in the audience applauding wildly — oh s–t, oh dear! It was something of an exclamation point on the answer to the question “Why do they hate us,” which is beginning to resonate in the American psyche; they have every reason to.

An interesting aside — Hugo apparently thought Noam Chomsky was dead … Noam was probably surprised by that, but happy moments later when his book that Hugo promoted climbed into the top tiers of Amazon sales.

There is talk that this bit of schtik will hurt Hugo’s ambitions for a Venezuelan slot on the UN Security Council … time will tell. And I will agree that the Chavez speech was NOT respectful … but ultimately, respect is earned; those who argue that the office of the presidency itself demands respect better take a careful look at the guy in the Red power-tie and ask themselves if this president deserves even the respect of that considerable title, since he does not appear to respect it himself.

The bottom line is that, while this looked like a personal grudge match, it was much broader in scope than that; the ramifications will be felt around the world. Besides, I’d consider this somewhat milder revenge for Bush’s plot to overthrow [at least, murder at worst] Hugo than Dubby exacted on Saddam for trying to nail Pappy — turning his country into a killing field.

JUAN GONZALEZ: At the United Nations on Wednesday, Venezuelan President Hugo Chavez slammed U.S. foreign policy and described President Bush as the devil.

PRESIDENT HUGO CHAVEZ: And the devil came here yesterday. Yesterday, the devil came here. Right here. Right here. And it smells of sulfur still today.

JUAN GONZALEZ: Chavez was standing at the lectern where President Bush had delivered his speech the day before. The Venezuelan president went on to criticize U.S. foreign policies and renewed his calls for major reforms at the United Nations to reduce U.S. influence on the other permanent members of the Security Council. PRESIDENT HUGO CHAVEZ: As Chomsky says here clearly and in depth, the American empire is doing all it can to consolidate its hegemonic system of domination, and we cannot allow them to do that. We cannot allow world dictatorship to be consolidated.

The world tyrant’s statement — cynical, hypocritical, full of this imperial hypocrisy, from the need they have to control everything — they say they want to impose a democratic model, but that’s their democratic model. It’s the false democracy of elites, and I would say a very original democracy that’s imposed by weapons and bombs and firing weapons. What a strange democracy. Aristotle might not recognize it, or others who are at the root of democracy. What type of democracy do you impose with marines and bombs?

The President of the United States yesterday said to us right here in this room, and I’m quoting, “Anywhere you look, you hear extremists telling you you can escape from poverty and recover your dignity through violence, terror, and martyrdom.” Wherever he looks, he sees extremists. And you, my brother, he looks at your color, and he says, ‘Oh, there’s an extremist.’ Evo Morales, the worthy president of Bolivia, looks like an extremist to him. The imperialists see extremists everywhere. It’s not that we are extremists. It’s that the world is waking up. It’s waking up all over, and people are standing up. I have the feeling, dear world dictator, that you are going to live the rest of your days as a nightmare, because the rest of us are standing up, all those of us who are rising up against American imperialism, who are shouting for equality, for respect, for the sovereignty of nations. Yes, you can call us extremists, but we are rising up against the empire, against the model of domination.

The President then — and this he said himself — he said, “I have come to speak directly to the populations in the Middle East to tell them that my country wants peace.” That’s true. If we walk in the streets of the Bronx, if we walk around New York, Washington, San Diego, in any city, San Antonio, San Francisco, and we ask individuals, the citizens of the United States, “What does this country want? Does it want peace?” They will say, “Yes.” But the government doesn’t want peace. The government of the United States doesn’t want peace. It wants to exploit its system of exploitation, of pillage, of hegemony through war. It wants peace, but what’s happening in Iraq? What happened in Lebanon? Palestine? What’s happening? What’s happened over the last hundred years in Latin America and in the world? And now threatening Venezuela. New threats against Venezuela, against Iran.

He spoke to the people of Lebanon: “Many of you,” he said, “have seen how your homes and communities were caught in the crossfire.” How cynical can you get? What a capacity to lie shamefacedly. The bombs in Beirut? With millimetric precision? This is crossfire? He’s thinking of a western, when people would shoot from the hip and somebody would be caught in the crossfire. This is a imperialist fire, fascist, assassin, genocidal. The empire and Israel firing on the people of Palestine and Lebanon, that is what happened. And now we hear we’re suffering, because we see the homes destroyed.

The President of the United States came to talk to the peoples. To the peoples of the world. He came to say — I brought some documents with me, because this morning I was reading some statements, and I see that he talked to the people of Afghanistan, the people of Lebanon, the people of Iran. And he addressed all these peoples directly. And you can wonder, just as the President of the United States addresses those peoples of the world, what would those peoples of the world tell him if they were given the floor? What would they have to say? And I think I have some inkling of what the peoples of the South, the oppressed people, think. They would say, “Yankee imperialist, go home!” I think that is what those people would say if they were given the microphone and if they could speak with one voice to the American imperialists.

AMY GOODMAN: Greg Grandin joins us in the studio now, professor of Latin American history at New York University, author of Empire’s Workshop: Latin America, the United States, and the Rise of the New Imperialism. Welcome to Democracy Now!

GREG GRANDIN: Thanks for having me.

AMY GOODMAN: Your assessment of President Chavez’s speech at the UN and the message he was putting out?

GREG GRANDIN: Well, I think he was speaking on a number of levels. The most immediate level, he was trying to change the script that was being set up by the press as a confrontation between Iran and the United States, as exemplified by the two speeches of the respective leaders the day before. And what I think Chavez did was he diversified the struggle, and this speaks to what he is, I think, trying to do on a larger global scale. It no longer became about Iran and the U.S., but all of a sudden there was a kind of — he provided a cover fire, I think, for Iran in some ways by breaking through the tedium of the General Assembly and giving us an image that I think will go down in the history of the UN, along with Khrushchev banging his shoe on the podium.

AMY GOODMAN: The response in the General Assembly?

GREG GRANDIN: From what I read in the New York Times is that applause — the UN organizers of the event had to quiet the crowd down, that the applause had gone on for so long that he received the longest ovation of any other speech at the event.

JUAN GONZALEZ: Of course, what became most of the focus in the news coverage last night and today were the references to Bush and the devil and the sulfur is burning. There was almost a — while clearly quite a few Americans, especially backers of President Bush, were outraged, there was almost a humorous or sarcastic note to the whole thing, wasn’t there?

GREG GRANDIN: Yeah, I think so. I think if you actually look at the clip — and I think it was the most downloaded clip from CNN, so I think people, American viewers, are getting a sense of it — there was a smile on his face. He crossed himself. He did the — you know, he looked up to God. And so, I think much of what Chavez does, he does with a glint in his eye.

AMY GOODMAN: It looks like rumors of Noam Chomsky’s demise have been greatly exaggerated.

GREG GRANDIN: Yes. Yes, apparently Chavez believed that Chomsky was dead.

AMY GOODMAN: Well, explain. He holds up the book —

GREG GRANDIN: Well, he held up — I think he opened his speech with Hegemony or Survival and urged everybody to read it, noted that it was translated into Arabic and German, and Russian, so there’s no excuse for people not knowing the book. And he particularly urged Americans to read it. And he repeated the thesis that the world faces — and this has been a kind of recurrent theme in many of Chavez’s speeches — that the fight between barbarity and civilization in the past had a kind of long future ahead of it, but with nuclear arms and the potential of mass destruction, the choice that we face between those polls is much more immediate, that there is much more at stake in the attempt to kind of curb U.S. aggression.

AMY GOODMAN: And he said he wished he could have met Noam Chomsky while he was alive?

GREG GRANDIN: Yes, apparently afterwards, I believe. I know that he didn’t say that in the speech, but to reporters he commented.

JUAN GONZALEZ: The other thing that struck me about the speech was the very sharp criticism of the United Nations as a failed organization, and clearly he was pointing to the reforms that many in the United Nations are asking about, the whole issue of opening up the membership of the Security Council and democratizing the Security Council as a force in the world.

GREG GRANDIN: Yeah, I mean, in many ways, what Chavez represents is a return of third world nonaligned movement of the 1960s and 1970s, and reform of the UN was on the agenda, not driven by the U.S. or Europe back then, but by third world countries who felt that it was an institution which granted an inordinate amount of power to the world superpowers and that there needed to be structural reform. And Chavez referenced that at the end of his speech yesterday. At the same time, he is trying for a UN Security seat, which the vote is in October.

AMY GOODMAN: Let’s talk about how significant that is. Latin America is supposed to have that seat.

GREG GRANDIN: The way it works is that regional caucuses get an allotted number of seats. Latin America usually gets two seats. There’s ten nonpermanent members. Five rotate on every year, five rotate off. Venezuela announced its candidacy for the seat about seven or eight months ago. The United States has been backing Guatemala. And most Latin American countries are supporting Venezuela’s bid, but there are a number of countries, like Peru and Mexico and a few Caribbean countries, that are supporting Guatemala and Central American countries, as well.

So what happens when there’s not a consensus — normally there’s a consensus candidate by the regional caucuses, and then it’s just a pro forma vote in the General Assembly — it will actually be a real vote in the General Assembly. Now it’s a secret vote, and the candidate has to win by a two-thirds majority. So what probably will happen is that neither Guatemala or Venezuela will receive two-thirds majority in the October vote, and there will be a series of votes subsequently.

JUAN GONZALEZ: And how active has the United States been behind the scenes on this issue, in terms of trying to prevent Venezuela from being the Latin American candidate?

GREG GRANDIN: Oh, I think it’s been very active. It’s been very active both in promoting Guatemala — and it needs to be said that Guatemala just a few years ago was decertified by the U.S. for not cooperating in drugs. Otto Reich of all people had singled out Guatemala as being a kind of nest of corruption. Human rights violations are on the rise, but Guatemala has been rehabilitated, and the U.S. has been pressuring its allies to support Guatemala. Now it’s a secret vote, so it could play out. Nobody knows how it’s going to play out when it actually goes to the General Assembly.

JUAN GONZALEZ: One of the U.S. officials who did react to the Chavez speech was John Bolton, the U.S. ambassador, who, as I recall this, he said that Chavez was free in this country to say whatever he wanted, so he could go to Central Park and say the same thing and that he wished that Chavez would extend the same kind of freedom to the press and freedom of speech in Venezuela itself. Now, this has been a growing theme of critics of the Chavez administration, that it’s increasingly authoritarian. What is the status of the press in Venezuela today?

GREG GRANDIN: Well, this is, I think, indicative of the ignorance of the United States’s top diplomat to the world to talk with such ignorance and lack of knowledge of what’s going on in Venezuela. Anybody who has any firsthand experience in Venezuela remarks on how free and open the press is. And the corporate media, the print media and the TV media is just chronically obsessed with Chavez and critical in a way that would be completely alien for most U.S. observers.

There’s no — Guatemala is a good contrast. Actually, just last week, a journalist, a journalist and human rights activist was gunned down on the streets of a major city in broad daylight, and people have linked it to paramilitary groups and to an uptick in repression. If that kind of event, if that kind of repression happened in Venezuela, the world would know it through the United States, and yet, because Guatemala is being backed by the U.S., it’s —

JUAN GONZALEZ: But now, hasn’t the Venezuelan government passed new laws that would indicate at least its ability to exercise a new restraint on the press?

GREG GRANDIN: Well, some of that legislation, social responsibility legislation, was passed after the 2002 coup, which was organized and encouraged and inflamed by the corporate media, by Gustavo Cisneros, the head of Venevision and other corporate media conglomerates.

AMY GOODMAN: What do you mean it was “encouraged” by?

GREG GRANDIN: Well, part of the kind of polarization and mounting campaign of destabilization was being played out on the private TV stations in the weeks leading up to the April coup. And then a number of them were linked directly to the coup plotters, both the journalists and the corporate backers of the corporate owners of the stations. This legislation has come — I mean, it’s two things. One, it hasn’t been enforced. Two, some of its defenders have said it’s no different than any kind of social responsibility legislation you would see in Germany, for instance, or Scandinavian countries.

AMY GOODMAN: We’re talking to Greg Grandin, professor of Latin American history at New York University. On this issue of Venezuela getting the seat, which is increased, the chance, with the secret ballot that will take place at the General Assembly, you have on one side the United States, Mexico, Nicaragua, Honduras, El Salvador, Costa Rica, Colombia; on the other side, Bolivia, Brazil, Argentina, Paraguay, Uruguay, Cuba, more than a dozen other Caribbean nations now backing Venezuela’s bid. Winning the support, Venezuela is making oil deals with some of these countries. And I want to go to this issue of oil deals in this country, actually, for starters. Juan, you wrote a really good piece in the New York Daily News about the oil deals President Chavez is making in the United States.

JUAN GONZALEZ: Well, yes. Well, I reported yesterday that the Chavez government — we covered, when we interviewed President Chavez a year ago, the beginning of the program to provide fuel oil in poor communities in the United States. That is now being ramped up this winter considerably.

In New York City, for instance, the last year, a million gallons of heating fuel was distributed throughout the South Bronx. Now, Venezuela is committing 25 million gallons just in New York City to all the boroughs — well, four of the five, the four biggest boroughs of New York City. And they’re offering it to homeowners, poor homeowners, as well as co-op owners, and the only groups that they’re not offering it to are privately held condos or private landlords. But basically they’re trying to ramp up — I think as many as 70,000 apartments could be heated if the full 25 million gallons were used this winter, at 40% off the wholesale market price.

And they have asked also the Citizens Energy Corporation, that’s run by Joe Kennedy, to run the whole operation nationwide in New York City, as well as throughout the country.

AMY GOODMAN: Joe Kennedy, the former congressman, the son of Robert Kennedy.

JUAN GONZALEZ: Former congressman, right. Right, and so they apparently are going to be running and administering the entire program. So I think they’re ramping up considerably this program throughout the country now. Judging by the emails I got yesterday, there’s a mixed reaction among New Yorkers and Daily News readers. A significant number of people are calling this political ploy of Chavez, but at the same time I’ve got all of these emails from elderly low-income New Yorkers, all saying, “How can I apply for the oil?”

GREG GRANDIN: And it’s not just in the United States. Chavez, Venezuela has pioneered this innovative form of diplomacy, where it’s going below the national governments. It’s doing this in Central America and in countries that are governed by conservative governments that are not allies with Chavez. It’s providing cheap oil, cheap petroleum to Nicaragua, to Guatemala. I think a deal is in the works certainly to El Salvador. And it just arranged something with Ken Livingstone in London. On some level, it’s just classic leveraging, comparative vantage, in order to project influence and defend interest. It’s nothing the United States doesn’t do.

AMY GOODMAN: Venezuela owns Citgo.

GREG GRANDIN: In the U.S., yes, it owns Citgo.

AMY GOODMAN: And Chavez just went to China.

GREG GRANDIN: And Chavez just went to China. And this is part of — what Chavez was doing yesterday and what — in general his foreign policy is to globalize now a battle that he has basically won in Latin America. The United States has lost Latin America, not in the way that we lost China after World War II, but it can no longer count on Latin America as its strategic reserve, to watch its back as it deals with the rest of the world, as it did during the Cold War. It could count on Latin America to vote its way in the OAS and the UN. That’s no longer the case. That’s clearly — Latin America is not behind, has not signed up to join the war on terror as a kind of ideological framework. So that battle, Chavez has won, or it’s emblematic of a larger struggle.

And now what he’s trying to do, I think, is project it onto a global scale. And part of it is — I think it has to be looked at as the failure of Europe to constitute itself as a balancing block to the U.S. What Chavez is now trying to do with Russia, with China, in the Middle East — particularly in the Middle East — in Southeast Asia, is create what he openly calls — it’s not a secret — a multi-polar world, a way of balancing the uni-polarity of the United States.

The Devil Went Down to the UN

Apparently the President of the United States left a lingering foul odor at the podium of the United Nations on Tuesday. The inimitable and irrepressible President of Venezuela, Hugo Chavez, interpreted the stench as a sure sign of proof that Bush is the devil when he said, “Yesterday the devil came here. Right here. And it smells of sulfur still today.” Recent disturbing revelations about Bush’s tendency toward unseemly devilish gastro exploits lend some credibility to Chavez’s observation, however it may be a bit of an overstatement to call him the devil.

I am modestly qualified, as a Christian minister and student of the Bible, to recognize the demonic when it manifests in the material world. George W. Bush is certainly a major player when it comes to evil, but I don’t believe he is the devil. The Bible portrays Lucifer as a spirit being who rules over the hordes of hell and has powerful influence in our world. He has countless minions who do his bidding both in the spirit sphere and the physical plane where humans dwell.

The Bible does offer ancient prophesies about a futuristic evil leader called the Antichrist who would exert incredible totalitarian control over the nations of the world. I recently stumbled onto a website dedicated to the notion of Bush being the prophesied Antichrist (www.bushisantichrist.com). I find the idea very troubling, being a native born Texan like the Dixie Chicks and Molly Ivins, to think the Antichrist might come from Texas. The website does offer some interesting reading. However, like Bush is fond of saying about global warming, the jury is still out on this one. Or is it? Perhaps President Chavez was bringing God’s verdict to the nations with his pronouncement.

Chavez loves being the fly in Bush’s ointment as he went on to give a powerful speech advocating for the gathered nations to rise up and oppose the global imperialistic agenda manifested through U.S. hegemony. Something about the bold flair of Chavez chastising Bush reminded me of the hit song from The Charlie Daniels Band in 1979 entitled The Devil Went Down to Georgia. The song tells a story about the devil challenging a young Georgia fiddle playing phenom named Johnny to a fiddling contest. The lad wagered his soul against a gold fiddle the devil was playing and won. Part of the song’s appeal is found in its parallel to the classic underdog story of David and Goliath.

A similar drama is unfolding on the international stage as Chavez is vying for a Venezuelan seat on the Security Council against the wishes of Bush. He is calling for the non-aligned nations to coalesce and oppose the imperialistic super power gone bad. He pointedly exposed U.S. hypocrisy on terrorism when he mentioned the failed American backed coup attempt in Venezuela and the fact that we are giving shelter to a known and convicted terrorist named Luis Posada Carriles who bombed a Cuban airliner thirty years ago. He indicted the United Nations for the impotent response to American aggression and suggested Venezuela as a new location for a true world body to gather. Seldom has such boldness been demonstrated on the floor of the United Nations.

One of the verses in the Charlie Daniels song goes like this….

“Johnny you rosin up your bow and play your fiddle hard.
‘Cos hells broke loose in Georgia and the devil deals it hard.
And if you win you get this shiny fiddle made of gold.
But if you lose, the devil gets your soul.”

Hugo Chavez is truly calling out a giant and there is a lot more at stake than one gold fiddle. The Bible has a lot to say about the struggle of good versus evil. I’m not worried about who ultimately wins because I have read the back of the book. Call me a fool, but I am betting on Chavez even though he only has a rock and sling.

What’s Wrong With Calling Bush A Devil?

Across the U.S. political and media spectrum, there was wide agreement yesterday: Name-calling and personal attacks are bad for national and global dialogue. Prompting the unity were Venezuelan President Hugo Chavez’ comments that President Bush was the devil incarnate, “El Diablo.”

Among those exercised (and exorcized) about Chavez’ name-calling were some of the loudest name-callers in American media today — including Rush Limbaugh and other rightwing talk hosts. Limbaugh tried to equate Chavez’ remarks with the alleged Bush-bashing that comes from top U.S. Democrats. In case you’ve forgotten, it was Limbaugh who ridiculed Chelsea Clinton, then 13, as the “White House dog.”

It was Limbaugh in 2001 who routinely referred to Democratic leader Tom Daschle, literally, as “El Diablo.” Along with “Devil in a Blue Dress” theme music, Limbaugh would carry on at length about how Daschle may well be Satan in soft-spoken disguise. Bellowed Limbaugh in July 2001: “Just yesterday, as Bush winged his way to Europe on a crucial mission to lead our allies into the 21st century…up pops ‘El Diablo,’ Tom Daschle, and his devilish deviltry, claiming that George Bush is incompetent.” (Months later, Limbaugh started describing Daschle more as a traitor than a devil, who’d decided to “align himself with Iran, North Korea and Hussein.”)

Also incensed by Chavez was MSNBC host and former GOP Congressman, Joe Scarborough - who last night played a lengthy excerpt of Limbaugh pontificating about the Chavez remarks. Somehow Scarborough couldn’t dig up the tapes of Limbaugh declaring that Daschle was the devil.

In my new book Cable News Confidential: My Misadventures in Corporate Media, I dissect the hypocrisy of a TV news business that has long catered to hateful rightists like Pat Buchanan, Jerry Falwell and Ann Coulter. In TV land, vicious epithet-hurlers get to define and denounce outnumbered or silenced progressives as the name-callers.

When I worked at MSNBC on Phil Donahue’s primetime show in 2002-2003, management often complained that Phil - who never named-called and was one of the most courteous hosts in TV history — was “badgering” guests. His patriotism was questioned. As the Iraq invasion neared, an internal NBC management memo described Donahue as “a difficult public face for NBC in a time of war.” Why? Because he insisted on presenting guests who were “skeptical of the administration’s motives.”

With Donahue terminated on the eve of war, MSNBC brass turned to hosts like Scarborough and talk radio bigot Michael Savage, known for his declarations that developing countries like Venezuela were “turd world nations”; that Latinos “breed like rabbits”; and that women “should have been denied the vote.” In a TV industry bent on placating the far right, Donahue was “a difficult public face for NBC.” But Savage was deemed an acceptable face.

Three weeks into the Iraq war, Scarborough was gleeful at boycotts and cancellations aimed at antiwar “elitists” like Janeane Garofalo, Tim Robbins and Susan Sarandon. As a guest on Scarborough’s show, Savage declared that “Hollywood idiots” are “absolutely committing sedition and treason.” Responded Scarborough: “These leftist stooges for anti-American causes are always given a free pass.”

Let me be clear: Those of us who use facts instead of rant; reason and argument instead of name-calling and personal attacks; evidence instead of intimidation and accusations of disloyalty — we have the moral authority to tell Hugo Chavez that his comments were out of line.

But the Limbaughs, Hannitys, Scarboroughs and O’Reillys are in no position to point any fingers. Nor are the executives at Disney, GE and News Corp who have made them the loudest voices in American media.

Nor, for that matter, is Team Bush — whose strategy has been to demonize and intimidate critics and other members of the “reality-based community.”

NEW YORK — A day after he called President Bush “the devil” from the podium at the United Nations, Venezuelan President Hugo Chavez stood at the altar of a Harlem church and presented himself as an angel, offering 100 million gallons of subsidized heating oil to needy Americans.

“It makes us feel good to give,” he said to a crowd of mostly Harlem residents and Latin American immigrants waving Venezuelan flags and chanting his name.

The move more than doubles the 40 million gallons of heating oil Chavez donated to eight northeastern states last year after Hurricanes Katrina and Rita devastated refineries and caused the price of oil to soar. This winter, the program should reach about 1.2 million people in nine additional states, he said.

Chavez, speaking at the Mount Olivet Baptist Church, acknowledged that it might seem odd for a developing country to send charity to one of the world’s wealthiest nations.

“Some Venezuelans criticize me…. Some say I should be in the barrios of Caracas,” he said. “Apparently I am giving away all over the world what belongs to Venezuela.”

But the public relations value of tweaking his nemesis, President Bush? Priceless.

“We are afraid we won’t be able to heat our building this winter, and someone told me about this guy,” said Arthur Rena McDowell, a florist. “Somebody has got to make it better. It should start with our president, but it is starting with the president of Venezuela.”

Harlem is the latest place where Venezuelan oil has created warm feelings toward the outspoken leftist leader. Venezuela already exports 1.5 million barrels a day to the United States.

It is able to use its oil wealth to bolster ties and influence in other countries in the region, especially to gain their favor. That could prove useful in the current U.N. contest between Venezuela and Guatemala to represent Latin America in the Security Council for the next two years. Washington, suspecting that Chavez would use the U.N. bully pulpit to rally opposition to U.S. interests, has been lobbying for Guatemala.
Chavez boasted of “walking around the world” to build ties and barter oil, describing what he got in exchange: pregnant cows from Bolivia, medical equipment from Argentina and 20,000 doctors from Cuba.

In Harlem, he received not only a warm welcome but the symbolic echo of Cuban President Fidel Castro’s visits to the same neighborhood in 1960 and 1965, signaling that he is taking on Castro’s mantle of anti-Americanism as the aging Cuban leader’s health falters.

Wearing his signature red shirt, Chavez spoke for more than an hour at the altar next to a screen flashing the logo of Citgo, a Venezuelan-owned oil company based in Houston. Citgo is partnering with Citizens Energy Corp., a program run by former Rep. Joseph P. Kennedy II, which sells and distributes discounted home heating oil to low-income families.

Kennedy did not attend the event Thursday.

Chavez, encouraged by a rousing response after he made another reference to Bush as the devil, played to the crowd, calling the president “an alcoholic and a sick man,” and imitating what he called Bush’s cowboy swagger.

Chavez repeated threats to suspend oil exports to the United States, its biggest customer, if the U.S. government tried to oust him from power.

“One day, the people of the United States will choose a president with whom we can talk,” he said. “You don’t know how much I would like to have as a friend the president of the United States.”

He pops up almost everywhere — Africa, Asia, the Middle East, South America and this week at the United Nations, denouncing U.S. policy with revolutionary fervor.

Like a recurring bad dream for the Bush administration, Venezuelan President Hugo Chavez is molding himself into one of the world’s most pre-eminent anti-American leaders.

Days before he addressed the United Nations — where he called President Bush the devil Wednesday — Chavez hosted the equally anti-American Iranian leader Mahmoud Ahmadinejad in Caracas. They cemented an increasingly close alliance by signing more than 20 trade and investment deals, and Chavez promised to cut off oil supplies to the United States in the event of a U.S. military attack on Iran. At last week’s summit in Cuba of the 116-nation Non-Aligned Movement, Chavez emerged as the heir apparent of the movement’s longtime patron, the ailing Cuban leader Fidel Castro. However, Chavez has something Castro never had — huge oil revenues that will last for decades to come.

“Unlike Castro, who depended on the Soviet Union, Chavez is completely independent economically, which gives him a large margin to maneuver,” said Luis Lander, a professor of social sciences at the Central University of Venezuela in Caracas.

Although Chavez came to power in 1999, his global influence has expanded dramatically in the past two years as his oil revenues boomed. He is pouring aid into leftist allies Cuba and Bolivia, providing discounted oil to Caribbean and Central American nations, buying high-tech weaponry from Russia and even spreading Venezuelan wealth around western Africa. If Venezuela succeeds in its attempt to gain a two-year rotating seat on the U.N. Security Council, Chavez will have a big new megaphone on the global stage.

“Chavez is wildly popular in places where you wouldn’t imagine people had even heard of him,” said Carlos Mendoza, who was Venezuela’s ambassador to Russia until last year and previously was ambassador to Saudi Arabia. “In the (Persian) Gulf states, for example, everyone knows who he is, they admire him and love him.”

In the past two months, Chavez has been an international whirlwind, visiting China, Russia, Belarus, Iran, Indonesia, Vietnam, Malaysia, Portugal, Qatar, Syria, Mali, Benin, Angola, Argentina, Brazil and Jamaica. He visited Cuba three times, becoming a fixture at Castro’s bedside and relaying news of the Cuban president’s medical condition to the world.

Chavez’s dollar diplomacy has begun to outstrip Washington’s.

U.S. government aid to Latin America was about $1.7 billion this year, of which $1 billion was military-related aid for anti-narcotics programs. While precise figures are not available, Venezuela’s foreign aid appears to be several times greater than the U.S. total for the region, according to a Chronicle survey of publicly released data.

Chavez has single-handedly rescued Cuba’s economy, providing an estimated $1.8 billion annually in oil and other investments. In Argentina, Chavez bought $3.1 billion in government bonds in the past year, allowing the government to pay off its debts to the International Monetary Fund and World Bank; in Bolivia, he is giving about $200 million in aid programs, ranging from military supplies to computers for schools; and in Nicaragua and El Salvador, he has discounted oil and gasoline to leftist municipal governments controlled by the Sandinista Front and Farabundo Marti National Liberation Front, respectively.

In the Caribbean, under a pact known as Petrocaribe, 14 countries pay only part of the bill for Venezuelan fuel up front and can finance the rest over 25 years at low interest. In Jamaica, Chavez has given a $274 million loan for a highway and sports complex and $65 million for a refinery.

In one of his most grandiose plans, Chavez is planning to build a 5,700-mile natural gas pipeline through South America, at a cost of up to $25 billion, in an attempt to unite the continent behind his “Bolivarian” vision fashioned after the 19th century independence hero Simon Bolivar.

“These projects make no economic sense, but they are part of his political megalomania, so normal economic laws don’t apply,” said Alberto Quiros, an oil industry analyst in Caracas and former president of Royal Dutch Shell’s Venezuela operations. “Chavez is willing to pay any price.”

So far, in the view of many analysts, Chavez’s initiatives are paying off.

Polls show that Chavez is the third-most popular leader in Latin America. According to a report by Consulta Mitofsky, a Mexican polling firm, based on surveys taken March through May, Chavez is supported by 70 percent of Venezuelans, trailing only his leftist allies Evo Morales of Bolivia and Nestor Kirchner of Argentina, at 81 percent and 80 percent, respectively.

“Many Latin Americans, and people in other continents, are deciding they like his nationalism, his opposition to free-market economic policies and privatizations, and they are realizing they can stand up to Washington,” said Steve Ellner, a professor of history at the Universidad de Oriente in the eastern city of Puerto La Cruz.

While Chavez is thought to be a shoo-in for another six-year term in December’s presidential election, he has not made friends everywhere, even on his own continent.

On Saturday, he said Venezuela would refuse to recognize the Mexican government of conservative President-elect Felipe Calderon, saying that leftist challenger Andres Manuel Lopez Obrador was robbed of victory in the July 2 voting. Chavez said the proclamation of Calderon as president destroyed the possibility of Mexico having good relations with Caracas. Mexican officials reacted angrily, accusing Chavez of interfering in Mexico’s domestic politics.
